';real'; and ';hidden'; square meters?

I bought recently a flat that was still to be constructed.

I bought 28 extra square meters and arrange on the paper plan -which included columns +chiminees -with the architect, the exact measures of the ';useful'; space (that means witout the walls in the living room.

Now it turns out it is at least 2,5sm smaller. Archicect explained in some places he built thicker walls. Is this correct? What should I do?
